Narrators narrate how in ancient time some coincidental incidents reflects to the sky observers as a effect of heavenly bodies. It was very natural, because they didnt know the cause & effect relation. With the development of astronomy astrology already condemned. But individual fortune telling served the interest of ruling class. because it moves our eyes towards the sky instead of social system. That's why in this modern age govt allowed astrology in our higher education & gives trade licence to them. It really works for them.
